For the rules for the Compensation Picks if you decline a free agent or arbitration eligible player that's ranked in the top 60 in the Yahoo rankings, you will NOT be allowed to trade them.
If there are multiple compensation picks the order will be based on player ranking. So if you drop the #1 ranked player you will get the first compensation pick. The person dropping the 45th ranked player will pick before the person that dropped the 46th ranked player. It will not be based on regular season record like the rest of the draft. The compensation round is only one round and it starts after the 1st round of the draft. After that the 2nd round will begin.

So no sign and trades? This way the 20% discount would not apply. That's a good idea.

U could still sign and trade , nothing says I couldn't trade a player I won at auction , unless I am not understanding this correctly

If you draft Joe Blow and later on decide to trade him we can't stop you. But you can't trade the pick ahead of time.
