I suggest when we sign a free agent we have the starting bid to be the league minimum which is $500K. I think we shouldn't go by years of service. So for example you get a player like AJ Pierzynski you should be able to start the bid at $500,000. A lot of times you need to sign someone to fill in for a injury, there are players that are not worth $1M. That would make it more easier for teams if it's $500K across the board.
