I think this could be an idea to vote on since all new owners get the 2 free drops....some new owners may better utilize the free drops in trades to other teams that are more desperate for the cap relief.

If we do vote on this I think it should be for all new owners going forward because if we allow it for the 2 most recent owners then the 3rd most recent may want a re-do, etc.

Some teams that open up will probably be in worse shape than others with bad contracts
