We are going to go ahead and approve the rule change. In 2023, we will have 30 plus the N/A spot. So we will have 31 MLB active roster spots with $3M added to the salary cap. To help with this change, we will allow suspended players to be placed on the IR. They will count toward your salary cap but would not have to take an MLB spot on your roster. Or they can be dropped for free with no penalty. Part of the 31 roster spots will be the N/A spot that would be used for players that are in the minors in real life that are past the roster limits. So nothing will change unless you want to not have a dev roster. We will simply move the players in the dev roster to the active roster. If they are below the 130 AB or 50 IP you can still demote them to the minors.
On a separate matter, we will implement a rule for players that are over the limit. Before, teams would be able to purge players that are over the minimums in the minors. Now, managers will have until the end of the season to promote them if they go over 130 AB or 50 IP during the season. If you promote them to the MLB once they are over, you would not be able to demote them back down. You would in theory, have the extra 5 roster spots to keep them on the MLB active roster.
