New Manager Waiting Period

Another suggestion is to have a waiting period of 7 days after they join to make trades.  They can negotiate trades and make general agreements.  But they won't be able to post the trades for 7 days.  That will give them plenty of time to get settled into their new team and understand the rules.  They will be able to do anything else like add free agents and make roster moves.  Again, we will need 75% to make this rule change.
