Teams will have to be compliant with this rule by spring training. You have to have at least 9 MLB hitters with the minimum of 1 MLB AB on your roster.

Revised rule. Teams will have until opening day 2017 to get this fixed. All players that are on your MLB roster has to have 1 MLB AB or 1/3 IP in the MLB. Players that do not have the minimum that are still on your MLB roster will be subject to the waiver wire in MiLB and will be treated like a prospect that reached their maximum. We strongly suggest teams have every position filled on your MLB to compete. But prospects should belong in the MiLB. If you have any questions please let me know.

so instead of a minimum of 9 , every player on your roster must have an at bat or .1 innings pitched , also , after the season starts can we not promote a player to the mlb roster before he meets these requirements without losing that player?

Great question. Well we have to have some wiggle room of course. For example, your prospect gets promoted to the MLB on Monday you can promote him to the MLB so you can use him for the first game. So I would think maybe you call him up he has to have a AB or IP in a week before you have to send him back down or risk losing him? We are trying to eliminate players that are in single A from being on your MLB roster.

If anyone has a better suggestion please feel free to add in. We don't want to control the teams so much to have it be a dictatorship but we want to keep the league fair for everyone as much as possible. We shouldn't be storing MiLB players on our MLB roster cause that gives a team the ability to have more than 25 prospects.

i am in another league bryan where the commish regulates a promotion/demotion to a max of three
i have promoted player A , i can demote him and promote him 3 times , after the 3rd promotion regardless of his milb eligibility , i cannot demote him again .... in this league we could still use the dev once the criteria is met for that
google docs should let u add a column like u have done to track penalties that u can track promotions and demotions , this way if u want to put a player on your mlb roster who is a minor with no at bats or innings pitched u will be using one of your 3 promo/demo for that player , all managers will have this option making it fair across the brd .....

My suggestion would be the following:
*All Players on your MLB roster must have 1 AB / 1/3 IP or must be on the 25 man roster with their "real life" major league team

I would suggest to have the 9 hitter min enforced after the 1st week of the season. I'm sure most of you know teams don't announce DL moves until opening day, which for this league sucks because if one team has like 4 injured players then they're at a disadvantaged before opening day. This team would have to have 4 injured players occupying their active roster until real life teams make DL announcements. Then there would be a mad scramble on the waiver wire for auction bidding as well.

The DL players will count towards the minimum. But I don't know if we should enforce both the 9 minimum offensive players and the minimum 1 AB/.1 IP rule?

I have been asking for something like this since last off-season. I think what Cardinals said is simple and perfect.
It is pretty simple to me: You should have the minimum amount of hitters it takes to fill a lineup. Those hitters must be on an MLB roster; not a prospect, on DL, or N/A for a long period of time (60 day DL, Suspension, Designated for Assignment, etc).

It's hard enough to cover each position on a daily basis but I wouldn't argue against having only 9 hitters with one MLB AB on a team's MLB roster.

I think it should be all players on the MLB should have 1 AB or 1/3 IP in the MLB. You should have at least 9 MLB hitters for offense to fill your offensive team. Yahoo already controls the pitching side of it with the 30 minimum IP.
