Also, just for everyone to know, we don't have to give extra balls to 11-20, we could do 16-20 or 13-20. I just believe that this will help solve that problem, and I am a team that is rebuilding!

i am not in favor of the lottery simply because so many people trade draft picks away that this will not really solve a problem but create one..... especially lets say , if i finish dead last , (and i assure u i would never in a million years try and tank ) and i dont get the 1st pick how would that be fair to me.... also , when i know that i am gonna have the number 1 overall pick going into next year i have more trade leverage to bargain with , without that leverage , it would make it harder for me to make certain trades because i would not know where i am gonna pick in the round
i really think this lottery thing is a bad idea

For the rule to pass it will have to win by 75%. All nominations have to be in by October 1st. We will have a league vote on November 1st for all rule changes if any.
thats right outta the new rules for 2016 , so why are we voting on anything now for the upcoming season... as i read it we should be nominating rule changes until 10/31 , then on 11/01 polls would be posted to vote in for the next season
as well as with 10 votes in , 5 yea and 5 nay , it would only take 1 more nay to nix this as 6 nay votes prevents a 75% majority

Yeah I think we wanted to vote now to see if we can start the rule for next offseason or this season. But once the season starts and after these votes it will be voting on November 1st.
And you are right a rule does need 75% in favor to pass. So we need a 75% on yes to make it pass at the end. Some teams probably won't vote.

I voted Yes, even though I finished second to last this past season, and it's for a very simple reason, imagine 2 teams are in week 15 and they're both in last place, and Bryce Harper is the guy who is the best in that years draft. One of those teams will obviously just tank the season (which isn't going anywhere anyways) and get a potential stud for years to come. This affects the league because those 5 weeks will give his opponent free wins, which may in turn affect the standings, as playoff races may be defined by that.
Having a lottery will obviously not be the perfect solution, but it will help by not compensating your tanking (which happened last year, I admit to doing it, and I got a shiny new Dansby Swanson).

I agree that this prevents "tankers", but it also hurt rebuilding teams. Voted no but I'm not against revisiting this in a few years. Same here.
