THE FRANCHISE Developmental MiLB Players Rules: 1. You can have 5 players on your team that you give the status of being a Developmental MiLB Player. 2. This means that you have players that are not elgibile anymore for youe MiLB roster because they exceeded the limits in either 50 Innings Pitched or 130 At Bats. 3. As a result you will be allowed to give this status to players who exceed these limits in the season of 2015. 4. You can keep those players as developmental players until the exceed 150 Innings Pitched or 500 At Bats. 5. You also demote players from the MLB to these 3 spots. Check your teams DEV-Roster on the MLML. There you can find a list of all DEV Players.Send me a message with the player you want to give the status of being a 'Developmental MiLB Player'.

Kyle free land hasn't made a pitch in the major right? Kinda hard to be over 50IPs if he's never been in the majors.

Yes but I spoke about this with Hannes yesterday, if you see his dev roster, he has a couple of inelegible players, here's the answer he gave me:
Both were promoted to my MLB. That makes them eligible.

Freeland has pitched just 39.2IP in A+ he does not qualify for DEV. If he does then anyone does, we've been so strict on rules how can we let this pass.

Hannes says that if you promote a player to your MLB roster then he's elegible to be sent down to DEV, regardless of his IP/AB status (and then again, you can see his dev roster, he has Trevor Story who hasn't played a single inning of MLB baseball and Rob Refsnyder who also isn't elegible by AB. I'm not trying to do that, I understand the rule and thought it was applied that way (the way you're saying), but if Hannes says the other one also applies then I'm going to take full advantage of it
