He just wouldn’t be able to bid on players. Let's suppose, getting a player with a 2020 contract that keeps you under the 2020 CAP, but puts you over the 2021 CAP. When does that 2021 CAP issue need to be resolved? |

Before opening day in 2021.
If he's over budget next off season then they are not allowed to bid on any FAs until getting under the cap.
